Modern satellite monitoring, automated gauging stations, and real-time data sharing could improve transparency and build trust between the parties. Enhanced data sharing could also help both countries better manage floods and droughts, which are becoming more frequent with climate change.

Incorporating environmental flows

The treaty focuses primarily on water allocation for human use, with limited consideration for environmental needs. Incorporating provisions for environmental flows could help maintain river ecosystems and delta regions that depend on adequate freshwater flows.

Expanding cooperation on groundwater

The treaty addresses surface water but lacks provisions for shared groundwater resources. Given increasing groundwater extraction in both countries, expanded cooperation on aquifer management could benefit both parties.

While formal amendments to the treaty might be politically difficult, the Permanent Indus Commission has the authority to develop mutually agreed interpretations and practices that could address these emerging issues without reopening the entire agreement.
